Colonel Baker was a leader of the Displaced faction of Countermay.
History
The highest ranking soldier pulled through to Countermay during the A-Bomb test, LTC. Baker has led the military of the Displaced for over thirty years. While the Displaced as a whole function as a representative democracy with new political leaders elected every few years, Baker has remained as military head for a generation.
